Professional Bio

Dr. Herndon is an economist and health services researcher whose interests include health insurance coverage and access to care; the relationship between health care utilization, expenditure patterns and health outcomes; and health care antitrust. Her current research analyzes the effect of public policy changes on health care coverage and access among low-income children with a focus on Medicaid and the State Children’s Health Insurance Program (SCHIP). She has served as co-principal investigator on a statewide evaluation of Florida’s SCHIP program and on the 2007 Florida Children’s Health Insurance Study. She has a contract with RAND to study asthma drug adherence, utilization, and costs in public insurance programs and is the evaluation expert on a HRSA-funded project to reduce early childhood caries among Medicaid enrollees. Her earlier research examined the structure and competitiveness of provider and payer markets with a focus on the role of payer monopsony power.

Dr. Herndon’s research has been published in such journals as the Journal of Health Economics, Health Services Research, Review of Industrial Organization, Antitrust Law Journal, and the Journal of Law, Medicine & Ethics. The recipient of teaching awards, she has taught courses in health care economics, public economics, and microeconomic theory. She currently serves on the Advisory Board for the AcademyHealth Health Economics Interest Group and on the Scientific Committees of the American Society of Health Economists and the International Health Economics Association.
